Objectives

  • To evaluate legal developments in the social rights field and their implications for the overall construction of the social investment approach in the area of LTC.
  • To analyse the institutional and regulatory commitments of the EU and of the Member States to ensure accessible and adequate LTC services for frail elderly and other people in need of care.
  • To define and propose a measurable level of protection against the risk of dependency that is to be considered “adequate”, according to the provisions of the EU Treaty and of national legal standards.
  • To assess the need of a framework of rules and norms at European level that would make the social dimension of the EU more concrete in the field of resourcing long-term care.
